China revised two important regulations in the field of grain and solicited public opinions

The national development and reform commission (NDRC) and the state grain administration (sfa) on Thursday released two regulations on the administration of grain reserves to solicit public opinions.


According to the regulations on the administration of grain circulation (revised draft for comments), the state fosters a unified, open and orderly grain market system, encourages market entities under various forms of ownership to engage in grain operations, and promotes fair competition. It is strictly forbidden to obstruct the free circulation of grain by illegal means. Grain price is mainly formed by market supply and demand. The state strengthens the management of grain circulation, improves the price formation mechanism and the purchase, storage and supply guarantee system, and strengthens the regulation and control capacity of grain market. We will give full play to the role of circulation in guiding production and consumption, increase the supply of green and high-quality grain, and ensure basic self-sufficiency in grain and absolute safety in grain rations.


The regulations on the administration of grain reserves of the central government (revised draft) put forward to strengthen the administration of grain reserves of the central government, ensure the authenticity, quality and storage safety of grain reserves of the central government, protect the interests of farmers, maintain the stability of the grain market, and effectively bring into play the role of grain reserves of the central government in state macro-control.


The revised regulations on the administration of grain circulation include 76 articles in 8 chapters, and the central regulations on the administration of grain reserves contain 64 articles in 7 chapters.
